Because it's not popular. No status referendum in Puerto Rico has ever been federally sanctioned or had international recognition. And no result has ever come out of Puerto Rico without controversy

Canada officially abolished capital punishment Federally 1998 but our LAST execution was in 1962 almost 65 years ago. The issue is not whether you still uphold the death penalty, although that is concerning, it the cruelty pervasive in the American culture today, sanctioned by your elected reps.

The referendums arent federally sanctioned and are also not recognized by the International Community due to their unialteral control by the pro statehood faction. Something Senator Ron Wyden told them would result in the status question continuing to go unresolved
In the US it’s been an effective tactic for the PR independence movement to stay in the fight vs statehood; statehood won the referendums and leads in the polls, but by abstaining they can argue a lack of legitimacy and argue it implies *more* support by counting all nonvoters as their supporters.
