Scotland has no control over immigration. immigration is a reserved matter, meaning it is under the jurisdiction of the UK Parliament in Westminster and not devolved to the Scottish, Welsh, or Northern Irish legislatures. Labour are hoping to cause a crisis in Scotland, like they have in England.
