Developers presented plans for 232 Stafford Street proposing 209 units and 452 parking spaces; planning staff recommended conditions and flagged outstanding traffic and floodplain issues. The board voted to move the relief forward with conditions and additional review by the planning board, conservation commission and DTM.

A proposed rezoning to allow 40 townhomes on Clements Ferry Road was deferred for one month after commissioners raised questions about wetland fill, coastal AE flood-zone mitigation, and traffic access; the applicant's planner said engineers would pursue a national wetland permit and that buildings would be raised.

The council adopted a sanitary sewer fee increase and approved an ordinance to acquire property for storm and sanitary sewer facilities. The sewer-rate changes (effective April 1) passed unanimously; the property-acquisition ordinance passed on second reading 11–0.

After extended public comment over historic character, design and parking, the Urbana Plan Commission voted 4–1 to recommend approval, with conditions, of Plan Case 2519 (PUD 25) — a proposed 32‑unit development at 413–419 W. Main St. The referral goes to City Council on May 18.

The Lehi City Council denied a concept plan for a 219‑unit redevelopment of the CHU property, saying the proposal exceeded the area's planned density, relied on infrastructure not yet demonstrated feasible, and encroached on FEMA 100‑year floodplain areas. Council asked applicants to revise clustering and mitigation before resubmission.
