Craig McFarland, president and CEO of Pinal Partnership, updated Florence council on membership growth, policy work on water and energy, transportation planning with ASU and regional economic development including copper mine and manufacturing projects.

Athena Hospitality Group presented a master‑plan on Houston Road including a full‑service conference hotel, Residence Inn by Marriott, upscale restaurant and a new 18,000‑sq‑ft corporate HQ. Company estimated up to $100M capital investment, 145 new jobs and nearly $10M in annual payroll; city special counsel explained potential industrial revenue bond (IRB) financing and pilot payments to local taxing entities.

Council members urged hiring a dedicated economic development director and using that person to craft a strategic plan and, later, a Florence economic development commission modeled on Queen Creek; manager said applications are in and staff will vet candidates.
