El Paso City Councilmember here but also fellow avgeek. Not a usual sub for me, but here we are. We're all trying to work out why this crazy NOTAM was issued. What I know so far (as of midnight zero six local Wednesday): . It isn't a typo or an error. FAA issued this NOTAM intentionally as written. . Nobody local got advance notice. And I mean nobody - neither civilian nor military leadership. · Military does not have carte blanche exemption. Army is fretting about their flights tomorrow just as much as everyone else. . Albuquerque Center did not get advance notice.
