And the reason it was expanded was because Italian politicians asked why should poorer Italians lose out next to Belgians and Germans. So they insisted on FoM and on proper workers' rights protections as anyone in the host country.

I absolutely cannot conceive why FoM is so contentious. Just how many Little Englanders are there?
EU travel was absolute bliss pre-Brexit, and had no downsides that I could see.

That may describe some people, but it isn't my argument. I haven't claimed we'd regain old terms or that FoM is a concession. I've said long-term negotiations should start sooner. Answering a caricature of “Remainers” rather than what I wrote is another form of personalisation.

So again, the lesson isn’t really “FoM meant Britain had to give free healthcare to everyone.” It’s that Britain had reimbursement rights and safeguards, but often lacked the registration, identification and IT systems needed to use them properly.

Also, many people seem to think we WILL just step back in in our old terms. See the poll where a bare majority of people were “willing” to accept FoM in exchange for access to the SM. If that doesn’t strike you as exceptionalism & a failure to grasp that they are both benefits, then 🤷

What Cameron presented as needing a grand “renegotiation” was already covered by EU law. Directive 2004/38 already allowed conditions on residence, action against fraud, and restrictions on public policy/security grounds. Juncker was quite explicit at the time that FoM was not there to be abused

Since recent polling has about 2/3 in favour of FoM, I would put that article in the “attention-seeking” box, where quite a large proportion of press articles can be filled these days, given the economic imperative.

An interesting change on the fringes of GB Borders. The CTA from 100+yrs ago now requires passports for the ferries to/from Wales & Liverpool & Ireland - just the Republic. Came into effect yesterday (28th). A FoM from 1922 for Irish/Brits, & continued throughout as EU members. Not yet for NI/GB?

Most states had data on who was entering the country by FOM, where they were going, where they were working, did they still have the means to support themselves legally? UK for reasons of cost and IT complexity, never kept tabs on its FOM workers so the system was not in anyone’s control.

This was Cameron’s entire problem with FOM; he thought people would come here as health tourists specifically to use the NHS, because EU rules state that an FOM worker has the same rights to healthcare as native citizens, i.e. free at point of use.
Solve that and FOM is not much of a problem. Also…

So perhaps the lesson isn’t “the EU will eventually realise FoM has to change before Britain can rejoin.” Perhaps it is: Britain will eventually have to decide whether the benefits of membership are worth accepting compromises that it currently finds politically difficult.

But there is a big difference between Europeans reforming FoM because they decide reform is desirable, and an assumption that Europe must change it because Britain won’t otherwise come back.
