The calculation was not that Hamas would avoid Palestinian civilian casualties. It was that Palestinian civilian casualties were the mechanism. The suffering of Palestinian civilians was not the cost of the operation. It was the operation.

A 1948, front page of the Boston Globe said: “Arabs Invade Palestine.” A New York Times headline said: “Arab Armies Invade Palestine.” Both distinguished between “Arabs” as a people and “Palestine” as a geographic area. The term did not denote an Arab nationality.
