Not JWST, but I’ve had XRPs that I’ve resubmitted almost untouched and had grades vary from G to E/VG. It can feel a bit random sometimes! Humans are fallible and the review process is a bunch of of overworked humans doing the best they can.
Even experienced senior researchers get proposals ranked in the 5th quintile. Learning has little to do with it. The annual and often unpredictable variation in TAC science priorities along with an immensely over subscribed telescope are more likely the drivers here.

Dass Kohl kurz nach seiner Wahl Brandt anrief, ihn um Zustimmung für ein neues Porträt für die 'Galerie der Kanzler' bat, ist ja wirklich lächerlich (wenn auch wenig überraschend). Es falle zu sehr aus dem Rahmen. Das von Brandt geschätzte (links) wurde ersetzt durch ein, finde ich, öd hässliches G.
