honestly, even if only Dems move against it, I'm not sure you wind up with a GOP congress/exec duo w/ this exact, weird dynamic. Like, trump himself has almost no concrete policy desires to clash over; to the extent GOPCon does, they're too scared to disagree with him&his voters. Is that repeatable?
