Armed clan militias this morning seized the cooperative market in Galkayo city, which was previously run by the local government.
The militias claim that the land on which the market is located is one that they previously controlled, and that they were awarded by a court. The Galkayo cooperative market, located behind the old bank, is home to stalls that mainly sell vegetables and meat owned by some women living on both sides of the city (Puntland and Galmudug). The takeover of the market has raised concerns among traders, as it was a place where people from both administrations used to trade together. The seizure of this market comes as Puntland recently announced that it had surveyed open land and government buildings in Galkayo city. Since the collapse of the central government of Somalia in 1991, many people have claimed houses and land that were used for public purposes.

The acting commander of the Mudug regional police and deputy commander, Brigadier General Ayuub Siciid Ali (Dheeg), said that a joint operation by the police and the Puntland Security and Intelligence Agency (PISA) in Mudug region resulted in the seizure of 8 cartons containing Bili-biliga and Tramadol pills. Brigadier General Ayuub Siciid Ali (Dheeg) indicated that the police will continue their operations to combat drugs, calling on the people of Galkayo to cooperate with security forces and share information related to drugs and insecurity, in order to ensure the security and safety of the community. The mind-altering pill known as Bili-biliga, which is a hot topic among the youth of Mogadishu and is being imported from the port, has now reached the regions of Puntland.

The Governor of Mudug region, Abdiweli Jibriil Bayle, has issued an order prohibiting the carrying of weapons in Galkayo and other towns within the region.
The order was said to be to strengthen public safety and security, and its implementation has been assigned to the regional police commander and district governors. The regional administration called on all people living in Mudug to comply with this order, in order to ensure public safety, stability and security. Puntland has previously issued a similar order in towns including Qardho, Badhan and Bosaso.

Puntland Minister of Relief and Disaster Management Abdinasir Haji Yusuf said that the heavy rains that fell caused health centers, markets, educational institutions and roads in Galkayo city to be closed and flooded. He also noted that the floods in Galkayo have caused toilets, and stagnant water in the city, which can cause health conditions. The minister said that Galkayo city is the district most affected by the rains in Somalia, and that this could result in an unfavorable situation. The minister called on agencies operating in Puntland and Somalia in general to urgently provide assistance to Galkayo, with a focus on removing stagnant water from the city.

health, and water services; the meeting took place at the Puntland Presidential Palace in Garowe. The meeting focused on reviewing and assessing the implementation of the service decentralization system at the district level—initially piloted in the districts of Garowe, Bosaso, Galkayo, and Qardho. Key areas examined included the implementation of decentralization agreements, outcomes achieved, challenges encountered, and issues requiring attention identified within these districts. The Vice President emphasized the importance of decentralization in strengthening social services and enhancing accountability, as well as ensuring that basic services reach the public efficiently and at close proximity—particularly by strengthening the district level. He noted that the plan is to soon implement this system across all districts in Puntland. The meeting was attended by ministries responsible for decentralization and social services—such as the Ministry of Interior, Federal Affairs and Democratization; the Ministry of Education and Higher Education; the Ministry of Health; and the Ministry of Energy, Minerals, and Water—as well as the Director General of the Presidency and representatives from the districts of Garowe, Bosaso, Galkayo, and Qardho.

Puntland stated that an investigation revealed the troops and vehicles—which belonged to Galmudug—had simply lost their way while en route to training. Galmudug confirmed this account and thanked Puntland for the handover of the troops and their vehicles. The troops were en route to the Hanan-buure area in the Galgaduud region; they were reportedly forces recruited by the Federal government from galmudug.
