DC had had this overblown, meh crossover event Invasion where aliens detonated a “genebomb” that allowed new characters to have powers with no further origin. Like mutants but even lazier. But in DP Morrison ran with this to make genre elevated super art heroes and villains like Crazy Jane and BoD.
