It’s not duplication though. The people making the big decisions (catching returning boosters in the gantry vs vertical landing on a pad) are engaged in parallel Darwinian evolution, not geniusdesign. Lower-level engineers know what they’re doing mostly, but even there you get O-ring disasters.
