Curt and Zhaus are each other's foils. Curt views vengeance as justice. Justice is for the individuals that were wronged. Zhaus believes revenge is a barbaric notion detrimental to society, and rehabilitation is the only path to a just one, no matter how hard it can be. #oc

Curt allowing a civilian to execute a terrorist that was already down for the count and capable of being captured alive. He views it as a worthwhile act and that rehabilitating the terrorist and allowing them to live a new and better life would be an insult to those they've hurt in the past. Curt sees himself as the lab rat he once was. He respects the Cross Over Organization that saved him, which is why he chose to work for them. But he also views them as too soft and is frustrated they put the people who hurt him into Rehab, which means he never got to get his revenge. He projects that frustration onto others which is why he encourages people to kill their abusers before the Organization can capture them and put them into rehab. He's emotionally pragmatic and despises any sort of bureaucracy that inhibits his ability to get results. He's also a man of efficiency and can instantly debilitate multiple hostiles at a time by self-destructing nano-bots into their eyes and ears. He prefers justice to be instant and swift, and to not insult victims with any regard to the wellbeing of their abusers. The future doesn't matter if the present isn't secured. Zhaus is someone who views the future as the most precious thing in the multiverse. He, like Curt, was saved by the Cross Over Organization in the past. Unlike Curt, Zhaus has zero criticisms for the Organization and is 100% a believer in their cause. He owes the Organization his life and he sees hope in the future they provide. Rehab is a special dimension that nudibranchs (the colorful humanoid sea slug aliens) can warp hostiles to, and the property of the dimension slowly purges all aggression and hostility from the convict. This is viewed as a much more ethical incarceration process than a normal prison and it's a process that has positive results. Zhaus views evil as a cancer. Killing a villain is like an amputation to him. Why amputate when you can cure it entirely? Zhaus must follow his own example when he has to meet face to face with is mother's killer. The reason why Izumi still breathes is because Zhaus showed mercy despite having every right to kill her. Izumi has spent a decade in Rehab and is now released into society with all of her violent tendencies and genocidal beliefs purged from her. Zhaus fully feels the discomfort, he's not 100% over his past trauma. But he is a firm believer in the Cross Over president's vision and sees advanced civilization as one which nurtures a culture that is above barbaric urges like vengeance and hatred. It is hard for him, unbelievably so, but he chooses to view Izumi's rehabilitation as a positive thing, despite how uncomfortable he it. He (ironically) disregards his lizard brain and makes the conscious effort to choose the peaceful path ahead. As Izumi herself puts it, Zhaus is the strongest because he's the only Apextile with the strength of restraint. It's hard for Curt to directly challenge him because Zhaus is someone who lives by his own example. Curt does not understand Zhaus one bit and finds him to be a very frustrating superior to work under.
