I’ve had police officials tell me that Byrne and HIDTA money can influence how drug policing is conducted — incentivizing bulk arrests of low level offenders over taking the time for more significant investigations. Not sure that would affect incarceration rates, but definitely warps priorities.

My first beat was a HIDTA. Eight city blocks of section eight housing and strip clubs. I had a deal with the locals that I wouldn’t fuck with them over dope on the condition they didn’t hurt anyone or steal anything.
