Even if California ends up not buying any and the funds go back to the state, Elon is still accomplishing his goal of opportunity cost: wasting public time on tech he doesn't intend to deliver when real, proven solutions (like goddamn TRAINS) could be built within the same time period.
State officials have stated that certification processes involve confidential business information and that funding will only be released once all requirements are met and vehicles are delivered. Nevertheless, the reservation of vouchers effectively limited access to funding for other manufacturers with production-ready electric trucks, as HVIP operates on a first-come, first-served basis and funding rounds are typically oversubscribed within days.

Outside my usual research but possible due to @trinitycollege.bsky.social internal grant and the CT HVIP. Takeaway-providers are not aware they can use ERPO to remove firearms from those at risk and want system level methods to make it easier to invoke them.

Since Travis County launched the pilot six months ago, our Hospital-based Violence Intervention Program has treated over 350 victims of violence, including 15% related to gun violence. HVIPs help stop the cycle by supporting victims and preventing retaliatory violence.

And the state offered sustained investment in Temple’s HVIP at the same time that Penn’s HVIP was created. I do believe a significant contributor to the disorder was the closure of schools and lack of access to public green spaces though I doubt any analysis would ever be able to parse this out.
