At a first public hearing the assembly debated a proposed severance tax on exported natural resources; members removed 'trigger' language, set a Jan. 1, 2027 effective date, agreed to require voter ratification, struck a confidentiality clause, and directed staff to return with valuation recommendations (point of production/severance).

Public commenters and several assembly members warned a proposed PIDP resolution and an associated $37.5 million rebuild estimate could derail a $11.25 million grant, stress Chilkoot/Lutak wildlife, and undermine the recent public process; the assembly discussed moving the PIDP item earlier on the agenda.
