Scott Grama of the Carroll County Department of Planning summarized county planning work: a temporary deferral on development of data processing centers through February next year while zoning text amendments are drafted; ongoing text amendments for billboards, ADUs and self-storage; master-plan work groups and youth outreach; and a triennial water and sewer master-plan update extended to 2027.

The commission heard a multi‑year update on the town's water treatment plant and pipelines, was briefed on a Carroll County moratorium affecting the Freedom District, and approved routine items including minutes, a storefront sign and two exterior renovation permits.
