The Harrison Board of Zoning Appeals approved a variance allowing a 1,800 sq ft accessory building at John Wilhelm’s Campbell Road property, on condition the structure be elevated to meet the 100‑year flood‑plain elevation and pass building‑department inspection.

Mayor Grubbs thanked first responders and volunteers after flooding Aug. 13–14, saying multi-agency teams conducted rescues, evacuation orders were issued and later lifted, and the city continues cleanup and damage assessments.

Council learned of staffing changes and a promotion in the police department and heard a defense of Flock license-plate cameras from a council member who said the tools have helped investigations ranging from hit-and-runs to kidnappings.

Council approved a measure to place a proposed amendment to the city charter on the Nov. 3, 2026 ballot, including material edits and a change that would allow electronic public notice in place of mandatory newspaper publication.

City officials updated council on the Harrison Talent Center development anchored by Target and Aldi, named new tenants including 5 Below and Nothing Bundt Cakes, ongoing JTM remodel and Harrison Commons work, and a movie filming in the district Aug. 10–25.

Council approved an ordinance amending appropriations to fund four new police vehicles (~$280,000), an ambulance chassis and fire vehicle funding (just over $200,000), a $3,000,000 transfer to the wastewater reserve, and other line items including Dry Fork North engineering and cybersecurity services.

Hamilton County Commissioner briefed council members on opioid settlement distributions to Harrison ($73,000 as of July 2026), organics/recycling initiatives, and that the county’s recommendation reduced a proposed 80% levy increase to a 38% children’s services levy for November.

The Charter Review Commission presented a marked-up charter recommending several changes — including adding a city administrator role, adjusting vacancy and removal procedures, indexing bidding thresholds to state law, and codifying an annual audit — and urged council to consider placing amendments on the November ballot.

The Harrison City Council approved an ordinance amending midyear appropriations totaling about $388,000 for streets, Fire Station 58 design, wastewater repairs and police training, and voted to adopt the city's 2027 tax budget and submit it to the county auditor.

The planning commission approved a three‑parcel split at 10400 Harrison Avenue to enable retail development and conducted an informational review of a proposed 2,800 sq. ft. financial institution on Outlot 1; no action was taken on the development permit pending engineering and Building & Zoning review.

State Rep. Cindy Abrams told Harrison council members about several recently passed bills — including changes to dog-control laws (Avery’s Law), tougher fentanyl penalties, property tax relief bills and a new offense for grooming — and previewed the capital budget timeline.

The council adopted an ordinance authorizing a development agreement and TIF reimbursement for a project at 10400 Harrison Avenue; a developer representative said Target plans to open in October.
