Incumbent Sen. Judy Seaburger and Rep. Tom DePel debated PFAS remediation funding, bonding efforts for Hastings, and differing approaches to paid family leave and tax relief during a Chamber forum.

At the forum, candidates praised a healthy fund balance but flagged declining enrollment (about $10,000 per student in lost state aid) and the high cost of special education as key financial challenges that may force levy decisions in coming years.

Council approved amendments to code to prohibit off‑road motorized vehicles on city property and sidewalks, passed the ordinance on second reading 7–1, and directed staff and police to prepare a work session on additional safety measures (helmets, reflective vests, licensing) for follow‑up.

City staff told the council a projected $3.6 million general‑fund deficit for FY2026‑27 could be reduced by raising the property‑tax levy, drawing $500,000 in utility dividends and deferring capital projects; council debated options and asked staff to prepare budget versions at two levy levels ahead of the Sept. 14 first reading.

Staff reported a Phase 2 Environmental Site Assessment from GZA for Block 28 that identified recognized environmental conditions, confirmed petroleum impacts to soil and benzene vapors exceeding regulatory standards. GZA will prepare a remediation action plan and asbestos abatement plans; staff noted grant and demolition-loan programs could help fund cleanup.

Staff briefed the council on the Walden at Hastings subdivision (143 lots: ~119 single-family, 24 twin-home lots), a completed 10-unit apartment conversion at 321 East 6th, Pleasant Valley Farms environmental review, and demolition completion at Hastings Co-op Creamery. Staff also said the council will consider a moratorium ordinance on data centers at a second reading Monday; the moratorium would pause consideration of any new data-center applications for up to one year.

The Hastings Planning Commission voted to recommend that the City Council consider a one‑year moratorium on new data centers so staff can study impacts on water, land use, noise, traffic and infrastructure and draft appropriate zoning language.
