Yes, they were originally there, the text is carefully arranged around them. It is thought that the chains had clay seals at their ends, similar to wax seals attached to legal documents to authenticate them, though the chains may have been used to hang the tablet itself so that it could be displayed

Treaty between Tudhaliya IV of Hatti and Kurunta of Tarhuntassa (Bo 86/299).

This is the only bronze Hittite tablet discovered to date.

Discovered in Hattusa in 1986 it is conserved in the Museum of Anatolian Civilisation in Ankara.

The "Green Stone" of Hattusa: A 2,200lb block of nephrite that sits alone in the ruins of the 3,000-year-old Hittite capital. Archeologists still have no idea why it's there.
