Sen. Durazo told the committee SB 716 would let cities and counties scale fines against large nonresidential facilities—up to a 10x multiplier in declared disasters—to compel faster cleanup after the Lineage Logistics warehouse fire. The bill drew support from code‑enforcement and county groups and broad industry opposition; a later procedural step recorded the bill as failed but subject to reconsideration.
