A U.S. federal judge has decided not to immediately detain a 16-year-old Florida boy accused of sexually assaulting and killing his 18-year-old stepsister, Anna Kepner, aboard a Carnival cruise ship in November 2025. The teenager, Timothy Hudson, has pleaded not guilty to charges of murder and aggravated sexual abuse and will remain in the custody of a family member under supervision while the court considers where he should be held. Hudson was initially arrested as a juvenile shortly after Kepner’s death and allowed to live with an uncle under electronic monitoring. In February, a federal grand jury indicted him as an adult, increasing the likelihood of pretrial detention. The case is being handled in federal court because the alleged crime occurred in international waters, outside state jurisdiction. During a hearing in Miami, U.S. District Judge Edwin Torres noted that while an adult defendant under similar circumstances would likely be detained, Hudson’s age warranted additional consideration. The judge also expressed concern about holding the teen in a facility far from his family, who live in Central Florida, and is exploring options to house him closer to them. Authorities say Kepner died from mechanical asphyxiation, meaning her breathing was obstructed by force or an object. Her body was reportedly found under a bed on the ship. If convicted, Hudson faces a potential life sentence. The judge has not yet made a final decision on detention and is consulting with the U.S. Marshals Service about logistics. A timeline for the final ruling has not been announced.
