Hydrologist here. Agree on the main point but what also concerns me is the effect of these severe shortages on water supplies for cities. We need a plan for what we see coming. Unlike other problems, this is imminent.

Civil engineer specializing in water here. I understand police may think it's complicated to figure out whether a flash flood will occur or not, but any civil engineer, hydrologist, or probably meteorologist could do it using publicly available topographic info and a rain gauge forecast or reading
