Investors for Paris Compliance Shuts Down After Testing Limits of Voluntary Net Zero Pledges
Investors for Paris Compliance (I4PC), one of Canada’s leading voices on climate risk and accountability, is closing its doors after a five-year run. “When we formed Investors for Paris Compliance we set out to test whether investor pressure could meaningfully enforce the wave of voluntary net zero commitments being made by Canada’s banks, insurers, asset managers, and largest emitters,” the organization writes. “We worked through shareholder proposals, report cards, regulatory complaints, and direct engagement with CEOs and institutional investors.” But despite some limited successes, “the larger picture did not change much,” I4PC concludes. “Canada’s banks remain highly exposed to fossil fuels. Oil and gas companies continue to expand while maintaining implausible net zero narratives. Institutional investors talk about engagement while rarely escalating to real consequences. I4PC argues that fossil fuel companies remain (for now) wildly profitable and, in the example of payouts, we have a ready-made example from the cigarette industry's payouts (BC got over $2B last year alone) and some of the ongoing litigation around addictive drugs.

What I appreciate about the second part is that I4PC has made a crucial linkage not only to damages, but also to adaptation. Every government is going to need to spend billions to prepare for a warming world -- and right now the money isn't there.
