One more issue, which Mexico also faced until recently, is that India's non conservative alcohol loving affluent classes place greater value on imported western spirits. And even entrepreneurs want to make "IMFL" whiskey gin not "country liquor". Desmond & a few others are exceptions not norm.
One issue is India’s conservative class which, flying in the face of reason and fact, likes to think of alcohol as an unsanskari western concept.*

In India we do IMIL & IMFL for liquor consumption along class line. So you states like Tamil Nadu which ban toddy tapping but also run government owned liquor shops (plenty of other states also do this)
