The town hall being unused is commentary on dysfunctional Italian government. IOI did it again.
It's my list too. I want to own and live in Sapienza, not just Silvio Caruso's mansion but every part of the map, including the secret underground lab, the ruins of the fort and the that town hall that is weirdly not very used
