第6条の基地の使用に関する規定を根拠として日本駐留部隊の直接の戦闘作戦行動や大規模派兵などが施設使用要件に関わるものとして事前交渉対象になり得るとしたが、これらに抵触しない範囲で部隊を戦地派遣していてこれまで第6条に基づく交渉は持たれたことがない。
