为什么高延迟网络下 TCP 容易“跑不满”？

TCP 依赖丢包来判断拥塞。在高 RTT（延迟）环境中：

丢包反馈慢
拥塞窗口恢复慢
高峰期速度反复掉

结果就是：
👉 明明还有带宽，但 TCP 不敢用。

Hysteria 的思路是：主动探测可用带宽，而不是被动等待丢包。
