The Philippine Coast Guard (PCG) has reported that Chinese Coast Guard (CCG) vessels obstructed their operations near Pag-asa Island, where they were monitoring suspected dynamite fishing by foreign vessels. On Sunday, October 4, the PCG's Joint Task Unit Pag-asa Island observed a foreign fishing vessel engaged in blast fishing. The PCG formed an interagency team deploying high-speed response boats and naval vessels to address the situation. However, as the Philippine team departed Pag-asa Island around 9:50 a.m., CCG vessels 5102 and 21581 approached them, sounding their horns. When the Philippine team reached the foreign vessel approximately 500 meters from Sandy Cay 2 around 10 a.m., the foreign vessel moved away, ignoring orders to stop. The CCG vessel 21581 then blocked and shadowed the Philippine team, coming within 10 yards of their boat, prompting the Filipinos to halt their pursuit and return to Pag-asa Island for safety reasons at 10:48 a.m. The PCG emphasized that dynamite fishing is prohibited under Philippine law and condemned the CCG's actions, stating that the CCG has no authority in the territorial sea of Pag-asa Island. The incident was documented and referred to the Department of Foreign Affairs for appropriate action. Separately, the Armed Forces of the Philippines (AFP) reported that two Chinese aircraft, including a J-16 fighter, repeatedly maneuvered close to a Philippine military aircraft conducting a routine maritime patrol over Bajo de Masinloc (Scarborough Shoal) in the West Philippine Sea on October 3. The J-16 approached and maneuvered in close proximity to the Philippine aircraft, posing an aviation safety risk. The AFP confirmed that no personnel were injured and the Philippine aircraft safely completed its patrol. The AFP described this as part of a recurring pattern of unsafe and coercive behavior by China against Philippine government vessels and aircraft. Bajo de Masinloc, a traditional fishing ground located 230 kilometers west of Luzon, is classified as a rock under the 2016 arbitral award, generating only a 12-nautical-mile territorial sea, with its surrounding waters within the Philippines' Exclusive Economic Zone (EEZ). Despite this, the shoal has been under China's control since 2012. The AFP reiterated its commitment to prioritizing the safety of its personnel while carrying out its mandate.
