The biggest issue was, as I've written here several times, what happened to the CHMR project was obvious to anyone who knew anything about the HTS experiment. Additionally, being established outside of the JCIDs/JROC process made CHMR especially vulnerable. 33/

The program was never going to last. It was established & built outside the normal processes w/in DOD (JCIDS & JROC), Congress created unfunded mandates, it was one SecDef's baby, & no one in the program's leadership had a clue how civil service hiring worked or how to fix it. 18/

No all of these PPBE/JCIDS processes need to be taken out back of the Pentagon and shot. Their replacement probably won’t be any better but step one is finally exorcising Robert McNamara’s Ghost out of the Pentagon.

They didn't do a capabilities based assessment to see who was doing what, who had what, who needed what. They didn't write a policy & a strategy, they didn't go through JCIDS & JROC, they just wrote an action plan based on the SecDef memo & the NDAA. Then they wrote a DOD Instruction. 9/
