Govt tactics pushing people towards revolt: Fazl
ISLAMABAD: With the country facing mounting debt pressure and inflation, the government’s attempt to lock down the federal capital to counter protests will only encourage rebellious tendencies among the people, JUI-F chief Maulana Fazlur Rahman said. Speaking at a news conference at his residence on Monday after a central council meeting of his party, the JUI-F chief demanded that parliament should be taken into confidence on important national and foreign policy issues noting that the country was passing through a critical juncture. The JUI-F chief also called for an in-camera session of parliament on the regional security situation. The Maulana said some political parties had announced protests, but the government had filled Islamabad with containers ahead of the demonstrations. “By adopting such tactics, you are creating rebels yourself,” he said. > JUI-F chief demands in-camera session of parliament on govt policies, regional security situation He said the PTI decided to hold protests and it was its right to do so. He recalled that the JUI-F had staged long marches in the past without causing damage to public property, saying even the Metro Bus service had continued to ply during the Lahore March. **‘Mediation role’** When asked by journalists, the JUI-F chief turned down the mediation offer and said that his party had reservations about this government. “We are an opposition party. How can we mediate?” he asked. He said dialogue could take place when there is a representative of the government. “The government should talk to those who are protesting. We ourselves are a party to the political dispute,” he said. The JUI-F chief said his party considered the hybrid government nothing but a representative of the military establishment and stressed that political dialogue required a government with genuine political authority. “We have decided to raise these issues from our own platform because economy and inflation are issues concerning everyone,” he said. The Maulana condemned the arrest of PTI founder’s sisters, saying political workers and parties should be allowed to exercise their constitutional right to hold protest rallies. He also criticised the situation in Khyber Pakhtunkhwa, questioning circumstances in which a provincial minister was allegedly shot and taken away. Referring to reports about possible constitutional amendments, the JUI-F chief said he would welcome provincial autonomy, but added that the issue should be discussed in the context of the constitutional position that existed 25 years ago. He said the party had played a key role in difficult circumstances in the past, recalling that in 2003 it spent 10 days working to help bring Pakistan-India relations out of a quagmire. He said the role played at that time should also be kept in view while discussing the political and diplomatic options available at the present. He alleged that the country had lost the confidence of Beijing. A PTI delegation met JUI-F chief Maulana Fazlur Rehman at his residence to woo the religio-political party to join its anti-government drive. > Both sides discussed the possibility of a joint opposition strategy on key national issues. The PTI delegation comprised party chairman Barrister Gohar Ali Khan, general secretary Salman Akram Raja and former National Assembly speaker Asad Qaiser. Talking to the media after the meeting, Barrister Gohar said opposition parties would adopt a joint strategy inside parliament. “We will take all political parties into confidence on national issues,” he said, adding that an MPC would be convened to discuss important issues, including the creation of new provinces. “Today’s meeting was very important,” Barrister Gohar said, adding that the opposition would formulate its future strategy through a united platform. Regarding the PTI’s planned long march, Barrister Gohar said it was aimed at seeking justice and would remain peaceful. Responding to a query about the Maulana declining to join the Sept 27 protest, he clarified that the PTI delegation had not visited the JUI-F chief’s residence to formally invite him to participate in the march. **‘Wave of unrest’** Speaking on the occasion, JUI-F leader Maulana Abdul Ghafoor Haideri said several issues came under discussion, including consultations on convening the MPC and the creation of new provinces. He said a wave of unrest had gripped Balochistan and Khyber Pakhtunkhwa and such matters would be discussed at the MPC. “Patriotic political parties will play their role and we will evolve a joint strategy,” Mr Haideri said, adding that political forces inside and outside parliament would be approached to participate in the conference. He added that people across the country were facing serious inflation, while unr­­est and distress were growing. He also anno­unced that the JUI-F was holding workers’ conventions across the country. According to a statement, the opposition leaders decided to meet on Sept 15 to review progress on the MPC. ISLAMABAD: The joint opposition held its first parliamentary meeting at Parliament House on Monday and announced a collective strategy to address violence, the economic crisis and political repression. He described the day as a “blessed day” and said lawmakers sitting on the opposition benches had decided to act as a joint opposition. “We are together today in view of the law and order situation in the country,” he said. “On one side, our land is red with blood, while on the other, our rulers are walking on red carpets during foreign tours.” He said the deteriorating law and order situation was also severely affecting the national economy. Referring to Pakistan’s rivalry with India, he said the two countries often talked about war and competition, while India had now become the world’s fourth-largest economy. He also questioned Pakistan’s standing in international judicial rankings. Addressing the press conference, Achakzai said the opposition’s unity was a positive development, adding that opposition members had reached an agreement despite the “suffocating atmosphere” in parliament. > “It is a day of happiness and facilitation,” he said, expressing hope that the alliance would play an important role in restoring Pakistan’s lost glory. “Today, there is unrest and bloodshed across the country, with more than 100 people losing their lives every day, yet no one seems to be paying any attention. “The Constitution clearly lays down the procedure for creating provinces. In contrast, creating provinces through an executive order, in the same way that districts are created, would amount to an attack on the foundations of Pakistan. > “We warn those forces that if you do so, you will not be able to stop the people of Pakistan, and everyone will take to the streets. Pakistan can no longer afford to tolerate such circumstances,” he asserted. “The poor are crying out for food, people are worried about employment, children are being deprived of basic necessities, and the education system is being ruined,” he said. Meanwhile, Abbas said the opposition’s unity during the month marking the birth of Prophet Muhammad (PBUH) was a good sign. > “We are cultivating enmities instead of friendships,” he alleged, adding that the lives of citizens were not secure. He also alleged that the sanctity of the home and the privacy of families were being violated and said that the honour and dignity of citizens were not protected. > Referring to the condition of incarcerated PTI leader Dr Yasmin Rashid, he said her situation was known to everyone. He also claimed that the Supreme Court had ordered the transfer of PTI founder Imran Khan to Shifa International Hospital, but alleged that the law and judicial decisions were being ignored. > Barrister Gohar said leaders of opposition parties had met and agreed to remain united. “All opposition parties will adopt a common position in parliament,” he said, adding that they would speak with one voice on law and order, inflation and Pakistan’s relations with other countries. > He said the PTI had assured the JUI-F that it would give it full support. On the question of provincial restructuring, he said no constitutional amendment concerning the provinces could be made overnight, stressing the need for consultation and consensus.

Fazl blames lack of joint opposition for unchecked legislation
JUI-F chief Maulana Fazlur Rehman addresses a workers’ convention in Peshawar.—PPI PESHAWAR: JUI-F chief Maulana Fazlur Rehman on Sunday pointed out a structural weakness on opposition benches, noting that the opposition leader failed to unite parties to effectively challenge the recent government legislation on armed forces command. While noting that opposition walkouts without act­ive resistance have harmed democratic checks and balances, the JUI-F chief urged joint opposition coordination inside parliament to prevent further unche­cked legislative actions. “The recent legislation was passed in a great haste, without any debate and even opposition members did not examine it in detail,” Maulana Fazl added while addressing party workers’ convention, organised by the JUI-F Khyber Pakhtunkhwa chapter, in Peshawar. In his speech, he offered scathing critique of the recent legislations, creation of new provinces and law and order situation in the country. > Calls new provinces move ‘a tactic’ to roll back NFC Award He said that they supported Pakistan’s strong defence capability, but rejected military’s interference in politics. Maulana Fazl regretted that even the administrative powers of prime minister within the armed forces have now been vested in one person. He noted the laws also had an overriding effect over other legislations that were in conflict with it. He claimed that when they had raised in parliament the issue of making the Holy Quran and Sunnah as the supreme law of the land in the past, the then chief justice of Pakistan declared that all clauses of the Constitution were equal and no single clause could be superior to another. However, he said that legislation was carried out to concentrate power and authority in establishment with overriding effect over other laws that were in conflict with it. The powers that should have been vested in parliament were concentrated within a person, he reiterated, adding that his office’s authority had been extended over the army, air force, and the navy as well and it would hold all powers, including dismissing someone, extending someone’s service, accepting and rejecting someone resignation, and all these powers were previously vested in the federal government. He said that the wishes of the head of one institution were being imposed on all other institutions and the entire nation. Maulana Fazl said that as the federal government surrendered its authority and it could also enact any other legislation whenever need arises, taking the parliament out of the equation. He said that it was the opposition leader’s job to unite all the parties sitting on opposition benches and it was lacking there. He said he met the opposition leader and discussed a joint strategy to play their role as joint opposition inside the parliament. He said he has proposed to the opposition leader to keep an eye on such things inside the parliament. “They have done a big damage and we do not even know what has happened,” he said. He also said that the same law immediately went to Senate and passed within 30 minutes and the opposition was happy about staging a walkout. The JUI-F chief underscored the importance of a strong opposition in parliament to force the government to listen to them. **New provinces** Referring to the security situation in KP, Maulana Fazl also criticised the formation of new provinces, saying that it was not prudent to talk about divisions when the house itself was on fire. He believed the creation of new provinces was aimed at reversing the National Finance Commission Award and “capturing” the mineral resources of provinces. They agreed in principle to form a joint opposition platform in parliament to take more effective action on key national issues. Speaking to the media after meeting representatives of opposition parties at his residence, JUI-F chief Fazlur Rehman expressed concern over what he described as the country’s deteriorating law and order situation, claiming that two provinces were facing war-like conditions and that the writ of the government was being challenged. > Those who attended the meeting included TTAP chief and National Assembly Opposition Leader Mehmood Khan Achakzai, Senate Opposition Lea­der and Majlis Wahdat-i-Muslimeen chief Alla­ma Raja Nasir Abbas, and PTI leaders Asad Qaiser, Salman Akram Raja and Aamir Dogar. > Agrees to form joint parliamentary platform with TTAP alliance for ‘effective action on national issues’ Maulana Abdul Ghafoor Haideri, Senator Dilawar Khan, Senator Kamran Murtaza, Senator Maulana Abdul Wasay and others were part of the JUI-F team. “The lives of citizens have become miserable and everyone feels insecure,” he said, adding that the government was offering assurances but the objectives behind repeated security operations had yet to be achieved. > The JUI-F chief said the opposition had raised similar concerns in the past, but no meaningful change had occurred in the situation. He criticised what he described as the government’s narrative on national affairs and said the country was facing serious challenges that could not be addressed through political distractions. **‘No preparation’** Commenting on demands for the creation of new provinces, he said there was no preparation or groundwork for such a move. The Maulana said the opposition had decided to take its collective position directly to the people. Responding to the prime minister’s call for dialogue, he said that “it takes two hands to clap”. He added that the government was acting against the interests of the people. He said the opposition representatives would now consult their respective parties before holding another meeting to decide the future course of action. Speaking on the occasion, Mr Achakzai, who is also the Pakhtunkhwa Milli Awami Party chief, warned against attempts to take control of the country’s resources, saying that if the situation continued and political forces were pushed to the wall, he would be prepared to approach international courts. During his speech, Mr Abbas alleged that the country was being run without regard for the rule of law and that even the Supreme Court had been defied, referring to the government’s move to take PTI founder Imran Khan to Pims instead of Shifa International Hospital. Mr Abbas said a country where laws were not respected could not be considered a properly functioning state. An agreement was reached in principle on Thursday between Jamiat Ulema-i-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman, National Assembly Opposition Leader Mehmood Khan Achakzai and Senate Opposition Leader Allama Raja Nasir Abbas to form a “united opposition”, a spokesperson for the opposition alliance Tehreek Tahafuz Ayeen-i-Pakistan (TTAP) said in a statement. The JUI-F chief met the opposition leaders in the National Assembly and Senate in the opposition chamber at Parliament House in Islamabad, where they discussed the country’s current political situation, parliamentary affairs, cooperation among opposition parties and future political strategy, the spokesperson said. > The participants in the meetings expressed concern over and condemned the “government’s attitude and behaviour towards the opposition in the National Assembly and Senate,” he added. “The opposition leaders said that in a democracy, the opposition’s voice is heard, not suppressed.” According to the opposition alliance, the meeting also considered the “policies being adopted by the government, the role of the opposition in parliament, and the future strategy for protecting the Constitution and democracy”. “Fazl and Achakzai also exchanged views on making contacts among opposition parties more effective and adopting a joint strategy at the parliamentary level,” the statement said. Moreover, it was agreed to continue “further consultations among opposition parties and formulate a joint course of action”, it elaborated. “During the meeting, serious concern was expressed over the health of PTI founder Imran Khan,” the spokesperson said, adding, “The opposition leaders demanded that, in light of the Supreme Court decision, Imran Khan be transferred to a hospital at the earliest and provided with the best possible medical treatment.” “The opposition leaders said that no politics should be played on the issue of the former prime minister’s health; he should be provided with immediate and appropriate medical facilities on humanitarian and medical grounds.” PTI leader and former National Assembly speaker Asad Qaiser also participated in the meeting. The JUI-F delegation included MNA Uthman Badini, Senator Kamran Murad, Senator Maulana Abdul Wasay and Maulana Kamaluddin. He added that contacts among the opposition parties would be strengthened and a joint strategy would be finalised. “The matter of holding an All Parties Conference should also be discussed,” he said. On Wednesday, the PPP Chairperson Bilawal Bhutto-Zardari, also had a meeting with the opposition leaders, along with a PPP delegation. The meeting discussed parliamentary affairs and the country’s political situation. Bilawal asked the opposition leaders to join parliamentary committees and play an active role, according to the statement. The participants also agreed to maintain contact and cooperate on legislative matters in the parliament.
