A private team proposed a pyrolysis (biochar) plant expected to process up to 24,000 tons/year, generate about 4 MW and produce biochar and carbon credits. Commissioners asked for stack testing, emergency shutdown procedures and a detailed operations plan before entertaining next steps.

Developers selected by the VA presented a plan for a 51,000 sq ft clinic at US‑77 and Rucker Road; after questions about precedent and financial risk commissioners approved a package of IRBs, a 10‑year property tax abatement with a $40,000/year pilot payment and a sales/use tax exemption tied to construction.

City grants staff told commissioners the Grand Avenue corridor will receive a combined $30 million investment — roughly $27 million from grants — with design and environmental review ahead of construction expected to begin in 2028, contingent on federal appropriations.
