Ukraine strikes Russian defense factories and oil facilities, Zelensky says
President Volodymyr Zelensky said Ukrainian forces carried out overnight strikes on two defense factories in Russia’s Tula and Voronezh regions on September 28. He also said the Security Service of Ukraine (SBU) targeted oil facilities in Krasnodar Krai. According to Zelensky, Ukrainian troops used long-range weapons against sites in Kaluga and Oryol regions that Russia uses for drone attacks against Ukraine. In Bryansk region, he said, Ukrainian forces struck directly at Russian occupying troops. Zelensky also announced that a target in the Black Sea had been hit. “We are consistently responding to Russian attacks aimed at lives with our long-range weapons,” the president said. Open sources identify two enterprises in these regions that Ukraine has previously linked to Russia’s missile production. Analysts suggest the strike may have hit the Efremov Synthetic Rubber Plant in Tula region and Voronezhsintezkauchuk in Voronezh region, but Zelensky did not name the companies in his statement. On September 25, Ukraine’s General Staff reported strikes on these two factories, noting they work on solid rocket fuel production, including for Iskander ballistic missiles. However, open source reporting on the September 28 strike has not yet confirmed that Zelensky was referring to these same sites, so the connection remains one possible interpretation. Voronezhsintezkauchuk manufactures synthetic rubber and thermoplastic elastomers. Publicly available information confirms this industrial focus. The Efremov plant also specializes in synthetic rubber production. These materials are used to make special polymer products, and in the defense industry they can be utilized in components for solid rocket fuel and other missile-related technologies. There is currently no public information regarding the exact type or volume of production these companies deliver for specific Russian missiles. Voronezhsintezkauchuk’s products are also used in a wider range of applications, such as tire manufacturing and various rubber technical goods. Earlier, the Ukrainian Defense Forces struck the Ilsky oil refinery in Russia’s Krasnodar Krai. On the night of September 25, Ukrainian drones attacked an oil refinery in Perm and the Iskra plant in Ulyanovsk.
