The Newton City Commission voted to accept a negotiated low bid and award a contract to Complete Tracks for the KOP rail extension, subject to Kansas Department of Transportation (KDOT) approval. Staff said bids initially exceeded the engineer's estimate but negotiations and a specification change to heavier relayed rail brought the price below the
