Westminster's former Labour administration awarded a £3m contract to Keltbray, a firm fined £16m (later £18m) for rigging bids on public contracts.

The reality is that construction firms have little choice other than to rely on contingent labour in order to stay in business. The problem has been exacerbated by policy choices over the last 40 years. Catastrophic for training, disastrous for quality, and hugely detrimental to the building safety.
