SDL events can be unreliable cross-platform and threading and other issues can interfere.
Whenever I'm interested in using the keyboard for anything beyond text input for SDL, I go to keystate checked in the main loop.

why it wasn't working is a bit funny: the X1 expects the key state header to be inverted, and to account for that, my code sends the opposite pulses accordingly... except I also invert the keystate buffer *before* sending the pulses, un-inverting it
