The Lake Stevens Planning Commission voted 4–2 to forward LU A 2025-0016 — an update to the critical areas ordinance that adds CARA protections and increases stream buffers — to the city council for consideration at its October public hearing.

City staff reviewed updates to the Lake Stevens Center sub area plan and its planned-action thresholds, noting the area remains under most development thresholds but PM peak trips are at 55%; commissioners asked staff to reconcile thresholds with the city’s transportation plan and to continue outreach with Community Transit.

The Lake Stevens Planning Commission voted 4-0 to forward the 2025 comprehensive-plan docket — updates to the 6- and 20-year capital improvement programs and transportation elements — to the City Council, including a staff proposal that would roughly double traffic impact fees for the downtown zone.

At a joint meeting, planning staff and commissioners reviewed Washington land-use frameworks (GMA, SEPA, Shoreline Management Act), updated the city comprehensive plan adopted Nov. 2024, discussed county growth allocations and concerns about state bills that would require residential uses in commercial zones, and outlined a 2026 work plan including sub-area updates and housing regulation tweaks.
