Residents of the Hammock and other community groups urged Flagler County to strengthen land-development tools and training after a settlement allowed a large warehouse-style project they say violates the scenic A1A overlay; speakers called for code changes, stronger enforcement and more staff training.

Staff argued LDC changes relocate regulations from chapter 33 into appropriate zoning and environment chapters; the LPA approved the package after public warnings that Captiva's historical and height protections could be weakened if details are not clearly preserved.

The commission unanimously adopted two land-development ordinances: a code change to allow flexible setbacks to preserve trees and a separate change shrinking street-side setbacks for oceanfront lots 46.5 feet wide or less from 12 feet to 8.5 feet; staff and an architect said the changes clarify design rules and address practical constraints on narrow lots.

After a staff presentation noting fees had not been updated in a decade or more, the Spokane County Board of County Commissioners unanimously approved amendments to public-works fees and Spokane County Code chapters 3.2, 8.03 and 9.14 on Jan. 13, 2026, with several increases phased in over three years to ease the transition for developers and permit applicants.
