My sense is that the agreement has been stuck in a state of "both sides repeat their offer hoping economic pressure makes the other one cave" since Israel bombed Lebenon less than twelve hours after the initial ceasefire.

like at the very least, forcing israel to withdraw from the occupied parts of lebenon, syria, and nominal-palestine and allowing the Palestinian government to be a real thing with its own security force is probably more important than resolving some of the larger "questions"
