it says RIGHT HERE that kids who are 3+ on sept 1 are eligible as are homeschooled kids but it keeps demanding i upload proof that they're legally registered as homeschoolers. but 3 year olds can't have that! at least in oregon. you don't register with the state until they're 6! proof cannot exist
