Security Council signatories urged Libyan authorities to strengthen coordination and institutional capacity so climate adaptation, conflict-sensitive early warning, and disaster governance are managed through a unified approach rather than fragmented across rival authorities.

UNSMIL welcomed Libya’s endorsement on 7 July of a strategic climate framework including its first nationally determined contribution and national adaptation plan, saying the framework’s value depends on implementation across Libya to deliver tangible results.
