Yesterday at Fehmarnbelt, one of Europe’s largest infrastructure projects connecting Denmark and Germany.

EFBWW visited the construction site with MEP @gabischoff.bsky.social and trade union colleagues from both countries.

Cross-border infrastructure needs cross-border protection for workers.

In 2016, unpaid construction workers at Charleroi’s Rive Gauche in Belgium climbed a crane to demand their wages.

10 years later, the court acquitted the subcontractors. When chains are long, liability disappears. The EU must cap subcontracting tiers #LimitSubcontracting

As Europe prepares for #SOTEU2026, important pieces are still missing from the Quality Jobs Act consultation.

Limits on subcontracting chains, a ban on labour intermediaries, and joint and several liability.

Quality jobs in construction require structural reform.

Public money and EU funds financed renovation projects in Bucharest where 200 Vietnamese construction workers lived in overcrowded containers, worked up to 60-hour weeks and earned less than €600 a month.

EU #PublicProcurement rules should promote responsible business models.

Europe's upcoming revision of the Public Procurement Directives should address a growing problem in construction: excessive subcontracting that undermines workers, businesses and fair competition.

"Today you lose your job, tonight you lose your home."

The Dutch government's 2020 Roemer Report exposed how labour intermediaries can make migrant workers dependent not only on work, but also on housing and transport.

Five years later, the lesson remains. Link in comments 👇 #LimitSubcontracting

“What we see now is a different reality.”

Even EPP voices are questioning how subcontracting chains function today.

This is no longer just a labour issue, but also about if the internal markets offers fair competition or not.

Now employers are also calling for limits on long, complex subcontracting chains in construction. Momentum is growing!

Change is made this way.

EU policymakers and leaders from industry and trade unions discussing limits on subcontracting in the European Parliament.

No Public Money for Exploitation.

Complex subcontracting chains are already being limited by countries, cites and companies in Europe.

Europe doesn't need to start from scratch. It can build on what already works.

Tomorrow, we bring the discussion to the European Parliament.

A subcontractor creates a new company. The workers stay. The construction sites stay. Only the company name changes.

A trade union investigation later uncovered more than €100,000 in unpaid wages.

Labour exploitation thrives when responsibility is subcontracted away.

The revision of EU public procurement rules is an opportunity to move away from lowest-price procurement and towards a Europe that rewards quality jobs, fair competition and responsible companies #LimitSubcontracting

No public money for exploitation.

Across Europe, the same conclusion is being reached.

Spain, Belgium and Norway have all introduced measures limiting subcontracting chains in public construction projects.

Public money should create quality jobs, not perfect conditions for labour crime and exploitation.

The question is what public money should reward?

Fair wages, direct employment and safe working conditions?

Or social dumping and labour crime hidden in long subcontracting chains?

EFBWW says: no public money for exploitation.

“Stop the mafia in construction”

That’s how Swedish unions describe what long subcontracting chains enable.

Across Europe, trade unions confront the same failed system that allows exploitation of workers and lets responsibility disappear down the chain.

48 hours company creation with no real safeguards.

That’s not simplification, but rather a blueprint for letterbox companies.

More loopholes ➡️ more fraud, exploitation and unfair competition.

EFBWW calls for construction to be excluded from EU Inc.

As soon as labour mobility and long subcontracting chains are present, the risk of worker abuse goes through the roof.

It's a systemic market failure. We know this because it happens again and again.

EU Inc. must not become “Letterbox Inc.”

Without proper safeguards, it risks enabling more letterbox companies in construction - reinforcing a pattern we already see: fraud, labour exploitation, social dumping and unfair competition.

Construction must be excluded.

This week at the EFBWW Mid-Term Conference made one thing clear:

Unfair competition, exploitation in subcontracting and weak enforcement are still the reality for workers across Europe.

The EFBWW Mid-Term Conference starts tomorrow.

Yet again, inspections by the European Labour Authority exposes widespread fraud and undeclared work on construction sites across Europe.

The problem isn’t a lack of rules, it’s a lack of enforcement.

Workers pay the price.
