If the assumption is in architecture standards, like the ones used in electrical drawings I am familiar with. And, that somehow through some inter planetary corporation like the Congress of Interstellar Trade (mtu) those standards are adopted across worlds, then yes.

It looks like larger packages come in < MTU size chunks.
The extra chunks don't have a matching message id, topic, etc.
So you kinda need to creative to re-construct those.
But sending the update in 32kbyte chunks helps a lot in speed.
