HOA governance strikes me a bit like bad charter school governance: small scale means insufficient board capacity, leaving them vulnerable to larger-scale insiders such as conflicted management companies.
Homeowners have received huge bills for work they expected their HOA's insurance to cover. If they can't pay, they face more fees and even foreclosure.
