Not only should Russian criminals face either international or Ukrainian justice, but we should help bring that about, if necessary using deception, inducements, threats, and clandestine actions. The guys who did Bucha or Mariupol should be snatched off the streets and brought to justice.

The evacuation is the cover. Buses and aid trucks move one way while armor and ammo move the other, and the search for basements is the giveaway: they are mapping cover for the fight, not shelter for civilians. Just like Mariupol.
