The latest L.A. City #MeasureHLA heel-dragging: L.A. City admits that it triggered HLA on June 23, 2024. But the city won't install the mobility features they say they triggered (sidewalk repairs) until June 2029! Frustrating details follow.

Big #MeasureHLA news: I filed a 2nd HLA lawsuit today. I am challenging several dubious loopholes that LA city uses to avoid HLA compliance - avoiding legally required bus/bike/walk/access upgrades: #largeasphaltrepair, slurry seal, breaking up large projects into small, & more. More details soon.

Was in court for more than 2 hours this afternoon for my first #MeasureHLA case. There was no decision. Likely the judge will rule in writing later this month.

Correcting something I missed - a #MeasureHLA slight. When City Council Public Wks Committee asked StreetsLA GM Mozee about #MeasureHLA work, Mozee responded saying that "related to MLA" StreetsLA was doing 1 project on MLK Blvd. But the city already claimed that MLK project was exempt from HLA.

So much for the new Board of Public Works appeals process speeding up #MeasureHLA safe/multimodal street improvements 🧵. It's been ~40 days since BPW appeals opened - on August 18. A least a half-dozen people submitted appeals on 1st day & have basically not heard a peep back from BPW.
