i'm starting to think the answer is to just go find old linksys routers no one wants anymore and just run little private servers running on them as hotspots that only host what you want on the open wifi like mini pirate radio meshnet stuff. bbs, recipes, poetry, whatever.

I worked local IT starting in 1999 on and off until ~2016, I never built data centres but I did help build the local meshnet, we had ~4 main nodes serving both business and residential customers.
