This is absolutely not how waterfront projects are run—especially this type of project. Nothing about this smells right. This does greatly benefit a mining company looking to put in an ore dock though. Free geotech, metocean, survey, uplands. Two respondents with an Oregon winner also makes no sense

I obviously can’t prove it, but this sure sounds like we just bought 35% designs for an ore company. 35% designs provide survey, bathymetry, metocean, geotech, enviro baseline, cultural/historical preservation, public involvement, concept designs, & permitting. All the costly, risky, low ROI stuff.

I did analysis work for a project in the Falls of Warness tidal stream.
After looking at the metocean data I know why every EU research man and his dog was up there! Billions of tonnes of water sloshing back and forth.
I mentioned that tidal currents were predictable.
The guys said not quite.
