Dallas, Boston, & Miami all have ridership that’s met pre-pandemic levels. Chicago’s Metra, Baltimore’s MARC, & LA’s Metrolink are far behind.

What's crazy is that SMART is now the 3rd busiest commuter/intercity line in the state, with only the Metrolink San Bernardino line (barely, like < 100 more) and Caltrain having more riders.

And comparing the growth numbers for Leeds and Manchester I tend towards a view of the Metrolink as a relatively minor component of Manchester's overall economic revival

This isn't completely unfair, but it's important in terms of the development of regional government however you slice it. Greater Manchester Metropolitan County Council was abolished in 1986. The first Metrolink line opened in 1992 and was deliberately a cross-borough project

No, this isn't really true, I don't think. The Greater Manchester stuff is very much a whole county project. Metrolink was, in many ways, the first staging post, and the first link runs from Altrincham to Bury for good reason. The GM conurbation is just really big.
