Volusia County transit director Bobbie King told Orange City council that Votran's microtransit pilot, Vowride, has expanded local options and now provides about 2,000 trips a week — a more than 25% increase in trips in some areas compared with prior fixed-route service — and could replace low‑ridership bus routes in targeted neighborhoods.

City staff told the Community Planning and Transportation Committee that FY27 transit projections show roughly a $589,000 shortfall and asked whether to continue Norman on Demand microtransit (estimated $650,000 annually) with possible cuts, fund transit-center security ($28,000), or prioritize route frequency investments.

The board approved applying for North Carolina Housing Finance Agency urgent repair funds, authorized a letter of support for a Golden Leaf microtransit grant (five vehicles, $7 one-way target fare), approved a TechOps bookmobile contract, granted sidewalk easement, approved several committee appointments, adopted budget amendments and authorized grant contract signatures for a fuel farm project, then voted to enter closed session.
